About Jennings Concrete
Built in the Lowcountry. Proven Over Generations
Jennings Concrete has been part of the Charleston construction community since 1968. What began as an extension of a local land surveying business grew into a family-owned commercial concrete subcontractor working alongside sitework contractors, general contractors and project teams throughout the Lowcountry.
Today, Jennings is owned and operated by Joanne Jennings Fowler, a licensed Professional Engineer and General Contractor who grew up in the business and has worked here full-time since 1998. She leads the company with a simple expectation: every customer deserves a quality product delivered on time.
For contractors, that means working with a concrete subcontractor that understands the larger jobsite around its scope. Our work has to fit established grades, coordinate with adjoining sitework and happen at the right point in the construction sequence. Getting the concrete right is only part of doing the job well.
Our History
From Surveying to Concrete Construction
The Jennings name first became part of the local construction industry in 1965, when Roger Jennings founded C. Roger Jennings Surveyors. Working on projects throughout the area gave Roger a close view of how sites were being developed and where contractors needed dependable support.
In 1968, he responded to a growing need for concrete finishing services by establishing Jennings Concrete Contractors. Curb and gutter quickly became the foundation of the concrete business and remains a core part of Jennings' work today.
Roger purchased the first Power Curber operating in the Charleston area in 1970. That investment helped Jennings increase production and take on larger work. The equipment is much more advanced today, including GPS-guided curb operations, but the purpose is still the same: help experienced people perform the work accurately and keep projects moving.
Jennings still does the kind of commercial concrete work Roger built the company around. The company has grown with the Charleston area without drifting far from the work it knows best.
A Family Business That Stayed in the Business
Jennings Concrete has been family-owned and operated for nearly 60 years. Shortly after Roger founded the company, his wife, Glenda, joined as Office Manager. Glenda’s financial guidance, careful budgeting, and ability to balance daily expenses with long-term planning have been key in Jennings’ success. Still working full-time, her experience and steady judgment continue to be valuable assets to the company today.
Their daughter, Joanne, worked in the business during high school and college. She learned concrete construction from Roger and learned the financial discipline of running a company from Glenda.
After earning a Bachelor of Science in Civil Engineering from Clemson University in 1991, Joanne spent seven and a half years as an engineer with Santee Cooper. She returned to Jennings Concrete full-time in 1998 and became sole owner after Roger passed away in 2020.
That history is not something Jennings keeps on a shelf. It still shapes how the company operates.
About Joanne Jennings Fowler
Joanne is not an owner who only sees a project from behind a desk. She prepares project takeoffs and estimates and oversees bidding. The financial side of the company also runs through her, but she stays close to field operations.
When Jennings is running its curb machine, Joanne can often be found on the jobsite operating the surveying equipment that supports the GPS-guided system. Her engineering background helps her read a project technically. Years spent in the family business have taught her how that information translates once crews are working in the field.
As a licensed Professional Engineer and General Contractor, Joanne works directly with contractors from estimating through field execution. She understands the technical side of the plans, but she also understands what a superintendent or project manager needs from a concrete subcontractor once the job is moving.
Outside of work, Joanne and her husband, Rett, have been married for 30 years. Their two sons are both pursuing careers in civil engineering.
Experience Should Show Up in the Work
Nearly six decades in business matters only if the lessons carry forward.
For Jennings, experience shows up in knowing where our work fits within the larger project. It means recognizing a problem before concrete is on the ground, communicating when something affects the schedule and understanding that the contractor is coordinating far more than our scope alone.
The equipment has changed considerably since 1968. The expectations have not. Do the work correctly, keep our commitments and give the contractor a concrete scope they don't have to babysit.
For contractors who have worked with Jennings for years, that approach will feel familiar. For those getting to know us for the first time, our website may be new, but the company behind it is not.
